Rental Housing Bylaw Passes in Waterloo

After much deliberation, the new Rental Housing By-law was passed by council last Monday, May 9th. The primary intentions were to create an balanced, safe, and clean environment. However, there have been many concerns about the impact that this bylaw might have on university students here in Waterloo. For most students, affordability is on top of the list. However, it seems as if the months of student protest have finally paid off. A few important changes that were incorporated into the by-law last Monday have changed this situation from what seemed like an absolute student rental nightmare to a what seems a reasonable compromise.

While students might notice a slight increase in rental costs as a result of the bylaws, they hold promise for cleanliness and safety to residents in Waterloo. Landlords will need to have a criminal record check in order to receive a license. Property standards such as parking, garbage and maintenance plans will also be necessary. Houses will also need heating, ventilation and air conditioning inspections. Rental prices are expected to increase. However, the predicted range from the City of Waterloo is $12-$20 per renter monthly, which is arguably a small price to pay for assurance of safety standards.
As for the rumoured maximum three bedroom limit, which was the main concern for students in the area, it has been increased to four bedrooms for lodging houses. This final amendment has settled worries of major changes to the rental laws in Waterloo, gaining approval from the University of Waterloo’s Federation of Students.
Major changes made to the bylaw since January include permanently recognizing existing licensed lodging houses and removal of dining room, living room and kitchen floor area requirements. The bylaw will not come into effect until April 1st, 2012.
